If you have a very long net with large RC component the driving cell may have a hard time driving that much capacitance leading to a large delay over that cell. Inseting a buffer midway on the net will reduce the load on the driving cell and thus reduce the overall delay. This may also help improve the slew degredation which causes increased delay on the receiving cell.
Also for the case of driving a long wire, the delay would be proportional to the wire's length squared .On dividing the wire into sections and placing buffers between the sections, the delay will be proportional to the number of sections multiplied by the section's length squared which would be much smaller than unbuffered delay because the section's length is much smaller than the total wire's length .
