I think this could solved your problem.. All you have to do is to design a constant current configuration that will supply the 9 LED at 36V. Just post your circuit for us to review..
To generate 0.7A output current @36V you will have to employ something more substancial, something that can switch at least 6A at 5V input ..

they have an interactive tool that you can design your needed circuit on the web and it will give you the schematic and a bill of materials at the end with manufacturers and part numbers.
