Question about the principle in gain adjustment of Fractional N synthesizer

Hi all, I'm reading the part in fractional-N synthesizers. It said that the trend of phase error has low frequency trend which causes spurs in output signal of VCO. The solution is to use the red part to add extra signal to make phase error constant. I totally don't understand how the red part works?
