Need to cut off everything above 400 Hz. Can I just use a coil? Like 4microhenries. 8 ohm load?

A two-way crossover has (1) a coil in series with the woofer, and (2) a capacitor in series with the tweeter.

Here are handy calculator websites:

https://www.diyaudioandvideo.com/Calculator/XOver/

For an 8 ohm woofer and 400 Hz, they state 3.18 milliHenries. The coil need not have a metal core.

Winding wire a few dozen times around your hand is a typical method. You'll need another calculator to figure out what diameter, how many turns, etc.
