Net Shielding - VSS or VDD??

We use VSS for signal net shielding. Why only VSS? What will happen if we use VDD for shieling?
 

There is no hard coded rule that you need to use VSS. Since VDD is in high state and glitches in power supply can have an effect , we generally prefer VSS
