We are using n-channel mosfets for a h-bridge. When the gate is left floating why does my finger turn on the mosfet when it needs at least 4v across Vgs?

yup.
Add a large (1k-100k) pull-down resistor from gate to source (keeps the gate pulled low when not actively being powered).
