you can find them in datasheet
If you need the latency of MGT, you can find it in RocketI/O User Guide
from xilinx site

Hi!

be more specific about latency, every design has its own different latency, but as yerics said if you need tha latency of RocketIO, multipliers and other embedded stuf search DS.
