Power/GND distribution on a wire-wrap board

I am planning a board which has upto 20 IC(Through hole) as a prototype on a wire-wrap board.

will use wire-wrap wires and my question is related to the power distribution network; since I am not using PCB and thus power/gnd planes not relevant, so will use power/gnd bus, how it is recommend to connect the power and gnd wires for ths various IC?

Should I use, for example, two row header with some pins and for every pin will connect the IC power/gnd pins, or connect the power/gnd wires from one IC to other?
Is it also recommend to overlap the power and gnd wires together all over the board till the IC power/gnd pin to reduce power noise?
