testing an Emulator board - JTAG signal levels problem

JTAG signal levels

Hi all,

Can anyone help me on this regard?
I am testing an Emulator board.
All signals except TCK and RTCK is showing 3.3V levels and only TCK and RTCK is showing 5v levels. So if i connect this to any target, will it not destroy that board. If i am using all 3.3v levels in my board how come this 5V came? Pls help. I m in utter trouble.

jtag output circuit are supplyed from target board.
Therefore, voltage level of all jtag output signals depends on vcc pin jtag connector voltage.
Voltage of all jtag output signals are equal.
