[SOLVED] Problem in Trickle Charger

Hi to all members of this forum.
The above schematic diagram is,a trickle charger.
Which i am using in my battery charger.
The main components of this schematics are,BTA16(TRIAC),MOC3021&LM324 OP/AMP.
I am using 150Ah 12 v battery.
I set current 12amp,and cutoff volt 13.8.
It works well,but when battery reaches near 13.8 volts.
The charger produce a sound like duz duz after 2 or 3 seconds.
At that time i measure charging current only 400ma.
But when charger produce noise charging current become 2.5amp,for a very short period near 500ms.
after 2 seconds it again make a noise for 500ms.And amp meter show 2.5amp
Some one can suggest from where i should search this fault.
I observe pin 12 of LM324 sense battery volts.
