I am in search of an USB based AVR programmer, with GUI which is compatible with windows 7 (64bit)

Cheaper option: AVR Studio 4 (free software ide) with AVRISP MKii -- cheaper than a dragon. It can't do debugging (like JTAG) or high voltage programming (like dragon), but it is the most inexpensive option, and works very well for programming purposes only.

Check USBASP or USBtiny (ht*tp://www.ladyada.net/make/usbtinyisp/), they are opensource and easy to build at home and can easily work on any OS whether it is Windows, MAC OS or Linux. Also for Programmer software check SinaProg great software actually GUI version of AVRDude. And completely free. SinaProg is fully compatiable with any windows and with both USB based AVR programmers i.e. USBasp and USBtiny.

If I were in your position and not bound to work with SMD type micros, I would opt for a genius540 programmer.

Available in Pakistan @4000 approx, can program a range of micros PICs, AVRs, Eproms, etc etc. It is USB based, not sure if works with win7, but I think under compatibility mode it will work.

As for other options, Dragon, ISP-MK, etc I have my doubt they are readily available here in Pakistan, you 'll have to order to some importer and then wait for 4 to 6 weeks for the programmer to arrive and it will be almost 150% of the actual price.

I suggest usbasp which has 2 or 3 softwares for programming

You wont hav to work with SMDs. DIP ATmega8 and some capacitors, resistors will work..

thanks to u all.
My problem is not only a programmer. i have all 11, a universal programmer but i need incircuit programmer who's GUI is compatible with win 7 64bit.
the usb option is required for the fact that my laptop is shipped only with USB ports. i have a parallel port based AVR programmer, the same problem of port.

what is the problem with usbasp. It staisfies all your needs.
