I'm looking for a Bluetooth Low Energy IC.

Start with CSR would be my suggestion ;)

Because they have a long history in BT, it is a core part of their bussiness, they have a well developped support system and components are easy to source. In addition, modules based on CSR chips are readily available which could help jumpstart your development.
 
You can also use from nordic semiconductor nRF51 series and TI , CC2541.
