On-Time rtos
The RTOS versions for different CPUs are different.You have to chose the suitable one for your CPU.Usually you can run the application on the RTOS simulative environment in your PC.
Carefully check the VCC and GND for MCU,they should be seperately connected to power supply with VCC&GND of relay driver(uln2003),and the GND for oscillation crystal should be seperately connected too.

The House_cat's point is very good. I am working for a PCIExpress project with Altium 6 right now. The PCB is 14-layers board. I think Altium is a good tools for Schematic and PCB. As House_Cat mentioned,The software doesn't design a board, the operator does.
K*eil C is the best choice for C8051.It's easy to use.
