    Look at EMC Power Samplers. http://www.emc-rflabs.com/Passive-Components/Couplers/Power-Samplers Technically, they are resistive taps. Are you specifically looking for a directional coupler? Getting down to 225MHz will be a challenge for any directional coupler, as I'm sure you know.
