Hey guys, I am trying to use a lm339 comparator and for some reason the output never goes high. Is it even supposed to go to full +Vdd? My Vdd is at 9v but my output goes to 0.34 volts when the noninverting input is greater than the inverting.

Thanks for everyone's support :) I think i will go with the adaptation to the quadrature oscillator (actually called bubba oscillator) suggested by godfreyl. I don't think i wanna ditch out more than $5 for a gang pot :)

sorry, the input is actually 9v-13v now and that input cap is rated at 50v, just to be safe. The first signal transistor is a regular ss8050 https://www.fairchildsemi.com/ds/SS/SS8050.pdf
and the second one is a ksc5021f power transistor...
so i simulated this circuit. the thing is that the two npn transistors will be using about 40W and 20W in the event of a short circuit. That's so high :/ any suggestions?
