Try removing L1 & C1. See what you get. the switching frequency Should be such that the core should work as LPF. This is what typically done with home sine-wave inverters. I will share the Module (IC) here If I find it. for reference.

Zero Crossing is sure happening or then its not firing the gate. Because I am using MOC3063. Please check the schematic pdf attached. But if you still feel there could be other reason for not firing at zerocrossing please let me know.

In the above attached graph you will see, Red line which shows that it takes time to charge the cap . But once when its charged , its steady.
In the blue graph , which is output (across load 10K)...
Let me say its conditional. If it is connected to the output of pulse transformer , It would work as you said. But if the half cycle is generated using diode in series, then there would be no discharge path.

I would with easy peasy. you need to rebuild it. also keep in mind that your transformer is done properly and the snubber is done properly. do you have oscilloscope ? Please share schematic.
