The Vcc pin of UC3843 have an abs.max. rating of 30 volt.
So first of all you will need to deal with that before any power conversion can begin.
I suggest running the regulator-chip at a more comfortable 14-18 volts. Let me know if you need a small schematic on how that can be...

dead battery voltage ?
A completely flat lead acid battery would be about 1.8 volt pr. cell.
A completely ruined lead acid battery would be anywhere from zero to 1.7 volt pr cell.
This does indeed call for at custom magnetics design. 35uH at 20A (assuming the 200A was a typo) is borderline impossible to find as 'off the shelf'-inductors.
So dig into those magnetics handbooks and design it yourself. Only way forward. I'm currently looking for a way to realise 80uH 25A...
Or the inductor simply has too large a value, which prevents output current from changing at a fast pace. In that case, choose a smaller inductance value.

FvM means that the basic flyback topology can more easily handle large input and/or large output voltage variations compared to a forward topology.
It is indeed very hard to make out what you say.
Are you using some sort of automatic translator service to generate your English?
My guess is that you have a waveform generator IC and you want the output to be more powerful.

Usually harmonics on the mains is the cause for the overload failure of the zener used in such power supplies.

However if we assume that the secondary output voltage is sufficiently low the reflected voltage onto the primary side will not be higher than the input voltage and as such no law will be broken.
