not enough info mate.... What is it from ? is IC RX3 the model of the equip or is that an intergrated circuit ???

You have TP-729P in your title but PT-720P in you text which one is it ??

how about some photos of the PCB / equip ?

the only referenceI can find for a RX-3 IC is a remote controller used in radio controlled equip
like model cars
see RX-3 pdf, RX-3 description, RX-3 datasheets, RX-3 view ::: ALLDATASHEET :::

is it a 16pin chip like that one ?
