mainly it will deend on the frequency range ,and also will depend on the technology used 0.35u ,.18u , .13u
and so on

hi,
The maximum dynamic power dissipation of CMOS depends on frequency of operation, supply voltage and load capacitor.

static power disspation depends on the technology used (that is transistor sizes). More power disspation for deep sub micron technology.

There is also short circuit disspation which again depends on trasistor sizes and threshold voltage.
