I need a voltage conntrolled oscillator IC which takes input voltage from 0 to 1 V(or 0 to -1V) i.e. does not care for polarity and gives frequecy output from 0 to 40 Mhz
 

Search for it on www.maxim-ic.com, you can also request for FREE samples..

but i'm not sure if you will find and IC that work for this low frequency range..

If you want to build it with discrete components, then i think you can do it very easily..
