I am looking for Universal Microchip PIC Programmer which can program 8, 18, 28 and 40-pin PICs in DIP form.
Which one is best for beginners USB port or serial RS232 port Programmer ??
Out-of-circuit programmer or In-circuit programmer ??

You can seach "K149C"OR"K150" in google, it really a nice one.

PICKIT 2, I would say. It has more features than pickit 3. A logic analyzer, UART tool and of course, as a PIC programmer :D

Here, is my version of pickit 2. But, you need to power it externally.
