[PIC] Trouble with Olimex PIC18f4550

Hi folks.
Recently I bought OLIMEX pic18f4550 (link: https://www.olimex.com/Products/PIC/Proto/PIC-USB-4550/resources/PIC-USB-4550.pdf). I am trying to interface it with PICkit by microchip. When I am trying to setup my IPE tu=o just test blinking LED code under Tools I cannot find any option to select (Screenshot attached)

I am powering my OLIMEX with usb connected to my laptop. I think either my OLIMEX is not getting powered, it is not compatible with PICkit 3 by Microchip, or there is an issue with it or my PICkit 3.
Does anyone has an idea on what could be the issue? The connection is also attached.
