Sending commands remotely to IP address via app/sms

Hi,

I'm working on a project, and it basically consists of an electronic device connected to my wifi network. I need to be able to send a command(from anywhere btw) to this device/ip:port via app, or sms if possible.
My problems are 1. I don't know how to remotely access a specific port from an app, and 2. I don't know what the best way to build the device would be.
If i had to build a website as the interface instead of an app, that would work fine too.

Any help would be greatly appreciated. Thanks.
