Friends I need help...... I NEED TO DESIGN A RF REMOTE TO OPERATE A 4 WHEEL ROBOT.

i have designed the circuit using a schematic from internet.

i am attaching the schematic images.I have tried 2 schematics but i was not able to get DESIRED output on RECEIVER :-(.(Led's are not glowing)

Please tell the problems with the circuit.

and i have read from many source the combination of RESISTANCES used in HT12D & HT12E

HT12D HT12E
33Kohm-750Kohm
51Kohm-1Mohm
82Kohm-1Mohm
33Kohm-
1.1Mohm

SUGGEST THE RIGHT COMBINATION OF RESISTANCES.

brother i appreciate ur effort for helping me but till now i have downloaded many schematics but none of them used address selector .Some of them used transistors and many of them not used transistors tell me whats is the use of transistor here??? and if u have any easy schematic send me.
