programming issue with flashpro

Hey,

I have a costume board with an AGLN250v2 on it. I am using flashpro4 for programming the FPGA. I have programmed the FPGA before, but last time in the middle of programming the current of fpga went high (~200mA) and programming stopped. Since then I wasn't able to program the board. Looks like that the FPGA tries to '0' the Vpump pin and when I try to connect vpump to 3.3 V some kind of short circuit happens. I have gone through all the possible connection problems but there is no problem with connections. It seems like fpga is in a bad state that it cannot recover from. any suggestions ?
 

TRST and VPUMP and VJTAG are high at 3.3V all the time.
