Primary outputs in an FSM

I have been stuck in a question and its hard for me to decide what the question is asking about . I have managed to design the FSM .

Question states "Choose the no primary outputs at which the signature appears from the total set of primary outputs (npo). This has npo no possibilities". What do you mean by primary outputs and total set of primary outputs . FSM is given below

this is very poorly worded, I can't make sense of it (and I deal with obfuscated FSMs daily...)
