Pickit2 VDD problem - need help

Hi.

I've build my new pickit2 programmer...and it's almost working.
Pickit2 detect and communicate with my board fine, but i have some problem in my VDD pin. During tests (from troubleshooting), i got and error: "An external voltage was detected on VDD pin at 2.7 volts" (in red)

Also, in mplab i got this error: PK2Error0023: Target Vdd measured at 2.64V which is outside the programmable range of this device ( 3.00V - 5.50V)

what could be wrong? Maybe R20 resistor (2k7) should be less?

PS: i'm not using memory's, it's empty (just socket on board) becau'se i'm not interested in programmer-to-go now and i don't wann waste $$ on those.

Added after 32 minutes:

Solved.

Just put an 100nF ceramic cap in VDD-GND and it's working fine now. [i didn't tested programming a pic]

Now i need another thing: universal target board. Anyone know any good design for use with ZIF and pickit2?

Visit "http://www.united77.com/products.htm" for similar programmer which is supplied with a complimentary ZIF socket board which can be used for most of the supported PIC micros. Good luck
