OFDM and PAPR - need clarification of baseband PAPR question

OFDM and PAPR

Hello,
I am a beginner in OFDM topic and sometimes in literature I found references to baseband PAPR which is 3 dB lower than the PAPR measured at the output of the power amplifier.
I always thougth at the PAPR in the latter sense: please could someone clarify me this point?
