Need to develop a electric shock prevention circuit.

Hello everyone,
I am building a electric circuit wherin a Relay is connected between Live and Earthing and another Relay is connected between Earthing and Neutral to provide supply to my testing unit. Although it serves the purpose of not switching on the unit if the Liive and Neutral are not placed correctly,but it does not prevent the body from becoming live in the same case as the Earthing is connected to body of the unit. Need to develop a circuit to prevent this..Would be happy to receive your suggestions.
