abt XR2206

hii..

i was working with XR-2206 today , as per the given test circuit in its data sheet.. but i was no where near my required sine wave. I also analyse the attached circuit, but i cant understand the RC combination at the end of pin 3.
Also, is it necessary to provide -Vc or just GND will work !!

pls make some suggestions
