Why do we need pullup resisitors in I2c . What is the work done by Pull up?

The I2C line drivers are open drain/open collector so they can only ground the lines or leave them floating.
The pull up resistor forces a positive state when the lines are not pulled low by the line drivers.

alexan_e is right. I2C lines are open collector. they can provide only ground level. to provide +ve bias, we must connect external pull up.
