My icd2.5(potyo2 version) dose't work,help

The windows can recognizes the Pic18f4550,but it seems that 877a dose't work at all.

I tried many times ,but the IDE said:

ICD0021: Unable to connect with MPLAB ICD 2
MPLAB ICD 2 Ready

Only Led6(Vpp led)lighted.I used my oscilloscope to test crystals,and they were ok.The mcp41010's signal Pins had no signals.Vdd is 4.97V,and the Vpp was 11.3V.
Help me,please.
