measure a voltage across of a dc motor

no,i have at the output a wave from 1V to 3V measure with the oscilloscope
and the avergae voltage that i measure with the multimeter is 1.6V
 

the 1v should not be there. proper bisaing is necessary.
 

i don´t have Vee voltage,my supply is only 6V

that´s why i shouldn´t have that 1V, or how can i understand that diagram?
