light up 10 LED one after another

anyone can help me on how to light up 10 LEDs one after another sequentially?(after 10 pulse all will light up) which decoder should i use if IC 7490 decade counter is used?
 

You could clock a 1 into a serial in parallel out shift register.
 

how to connect the serial in parallel out shift register to the counter and decoder diagram? if i'm using 7490 and 7442 IC

actually i plan to light up 60 LEDs for a minute. each second one LED will light up. if is 30 seconds then 30 LED light up. but i'm not planning to use microcontroller
