Isolation cell between logic islands

Does anyone have any good ideas regarding an isolation cell circuit for isolating two digital islands on different power domains. One of the islands will be powered down part of the time while the other remains powered up. I understand that for a powered cell driving into an unpowered domain the solution can be simply an AND gate but I am concerned about any potential latchup issues as well as the converse problem of having an unpowered cell as an input to a powered domain. This is usually a standard cell from the vendor library but not with the foundry I am using.
