I created a schematic entry with a dcm created by the coregen process and a ff divider. I added i/o markers and when I create the ucf and route signals , the only options are the pins of the dcm not the i/o markers.

I found the problem. I had used the same name for the project as I did the dcm created by coregen. When I started a new project with different names everything worked. I did get warnings about unconnected pins which didn't stop me from programming the fpga. I would have thought the different extensions would have prevented any confusion.
