I want to learn hardware programming. How good of a choice would an arduino or raspberry be in learning hardware programming?.

If you mean by "learn hardware programming" as to be familiar with the hardware built in pripherals of the uC, I would recomend to start with the C language, prefereably with a compiler which do not provide high level API functions to do that, so that you should handle yourself the specific registers, therefore getting familiar with their working.
