IMEC for Masters and Doctoral Thesis

Hello People,

I want to ask what sort of a place is IMEC for pursuing MS and PhD? Should I prefer it Over US universities? Say if I get a chance to work at IMEC for an year then i should go for it or should I join an US university with a ranking say, 15-20.
