How to start an embedded project?

Hi everyone!
I am starting a new project, that finally it will be embedded. I think I'm going to do it in LabView and use it in a compact Pc with Windows CE 6.0.

The problem is at the moment I don't know exactly how much peripherals will I need and I don't know how much computing power will I need.
What is the most reasonable to do?
At the moment I've tried to estimate the peripherals. But now I wondering if it is better to buy an acquisition card from NI, develop the whole project on a computer and when it is finished embedded it; or maybe it's better to buy a development board and do it there?

By the way, can someone clarify me if the ARM architecture running Windows CE supports LabView applications?
