while measuring maximum O/P power of power amplifier, how should PA to be driven means by unmodulated carrier or by modulated carrier ?

Is recommended to be modulated, but in some cases (CW or FM) unmodulated would be fine.

The PA should be measured with modulation, but if the modulation is digital and have switching for example TDMA signal or CDMA, you need to use specific spectrum analyzer. Best way to measure is use Power meter.

Unmodulated will be good to measure but for some signal the Power level will be low. Hope this helps.

For P1dB use unmodulated signal.
