A converter:
Input is 400Vdc, output is 5Vdc, load is about 100uA.
How to realize this circuit in IC design?
Thanks.

If your process can do high voltage MOSFETs(atleast 40-50V operation) then you can use any of the stacked power electronic converter circuits to deal with the 400V rail. If you are using a regular CMOS process with very low VCC then it will be really difficult to erect a large chain of MOSFETs every single switching cycle.

How about simple resistive, capacitive or diode based voltage dividers. The chain will be very long but it can't get any simpler than that.

You can design a linear regulator. It looks like a buffer.
