Home developed PCI card doesn work (PC won boot up)

Need Help in PCI card

I have develop a PCi card using pci2040. however, when i plug the board to the slot, my pc won't boot up... what could be the problem.. PLs help...

1.Check the schem of the card,compare it with the demo board.
2.Check the data in EEPROM for 2040.

i havn't use EEPROm, i directly connect it to the slot and the HPI to the DSP. i found out that PCI 2040 is PCI 2.2 compliant and my board is only 2.1. Does it make any sense?
