Esd cells in faraday library

Hi, i want to know is TIE1 and TIEO cells in faraday library are ESD cells ? also there are different name of same cell in faraday library what they are like TIE0DHD TIE1HD what they are?where i get information related to this?Thanks in advance.
 

Cells of this name are more commonly for core logic, to
avoid the antenna rule violations and other bad luck that
attends tying a lonely logic FET gate to a power bus.
