what is the purpose of chipscope pro? having sparten3e what is the reason for using chipscop pro.............

Chipscope is a Xilinx tool you use to get visibility to the internals of your device, via the jtag port. It's basically a logical analyzer module inside your device which you instantiate and bring all the signals you want to observe into it.

How are those two even related?

Chipscope is tool to probe into signals which are internal to the FPGA.

Spartan 3E kit is development board from Xilinx.
