Designing PIFA antenna in Eagle

Hi,
I have been going through PCB antenna theory and want to design a PIFA antenna...
Can anyone provide an insight into how exactly you can do that in Eagle? Specifically considering "Figure 4. The Planar Inverted-F Antenna (PIFA)" on https://www.antenna-theory.com/antennas/patches/pifa.php

How do you draw the ground plane (as shown in the figure) and the feed and short circuit lines?

Can we just draw it using the Rect tool in Eagle for the ground plane and patch; And the feed and short circuit connections as simple wires going from top layer to bottom layer (something like vias)?
