[CST Microwave] How to define new material?

How can I define a new material with the epsilon , conductivity, tand, and mass density ?
I can see options for either conductivity or tand. How to provide the values for both?

Also, is there any way to deactivate the dispersion ? CST automatically does the fitting ?
How to assign constant values over the frequency for the above parameters ?
