can the MOS gate be directly connected to VDD or GND , or does it will have relibility issues?

Sure, you can do it. But be very careful about the gates that are directly connected to the pins. These gates are very susceptible to damage because even a little of overvoltage can easily damage the gate oxide. so put an on-chip resistor in series of the gates which are connected to the pins.
