Can I use a 230V mobile phone charger on 117V?

Is it possible to use a European mobile phone charger in the USA with the
proper adapter, of course?

It is very possible. You should monitor the temperature of it during your first charging to make sure. Make sure you use a transformer type converter. These are sold in travel stores. However in the USA you may only find ones that convert foreign 220V to the 110V used by items sold in the USA. You can also get them from electronic distributors.
 

converting 117v to 240v?

I think it depends on the adapter. Some statements in general might be useless.

I have 2 NOkia Phones, they are labeled
ACP-12E, Input=100-240V, 50-60 Hz AC; output=5.7V DC
ACP-7E, Input=230V , 50Hz AC; output=3.7V DC

The -/E seem to be the older one, using a transformer, and the other one seems to be newer and has some electronic equipment inside (no transformer)

If is a switching one (most of the new chargers use switching source) you can us-it in most of the case at 117V...
