anyone know how to set up the parameters of the piece wise linear source PWLS OR PWLSF in cadence ?

Hi
I hope you mean vpwl component from analogLib library. You need to set up number of points in which voltage transitions occures and voltage values for each time moment.
For example

you'd have the following voltage at output of vpwl source:
