[ATPG] Why the system reset signal is toggling while scan atpg simulation

now i'm operating 2types of simulation. stuck at & transition mode
and sometimes system reset signal is toggling in stuck at mode

why the tool forcing the reset signal while atpg pattern simulation ?
i dont think there is no reason to toggle but i dont know why? is there a good point for toggling?
